Human Capital Development is how people learn, navigate careers and do productive work. It’s a $4T global market spanning education, recruitment, HR services and workplace tooling – and it touches every worker on the planet.

We think it’s one of the most important categories in venture. Human Capital Development is the mechanism that converts technological breakthroughs into real economic output; historically, it explains 75% of GDP growth differences between countries. AI could add $15.7T to global GDP by 2030, but only if people and organisations can actually adapt. That’s not a technology problem – it’s a human capital problem.

The last decade of innovation in HCD was defined by digitisation. Learning moved online, recruitment shifted to marketplaces, enterprises centralised workflows. But content got cheaper without making teaching scalable. Hiring got faster without improving match quality. Work was digitised without genuinely improving productivity.

AI changes this. It removes the limitations that digitisation left in place – and in doing so, it opens up a new generation of venture-scale opportunities across three areas we invest in:

AI-native tools are finally breaking the teaching bottleneck, from learning companions that outperform traditional tutoring at a fraction of the cost, to platforms that automate institutional workflows so educators can focus on what matters. The $1.5T Learn market is ripe for disruption: graduate employment is down 6% since 2023, 52% of graduates are in non-degree jobs and 59% of workers will need to reskill as AI reshapes what employers need. Consumers won’t wait for governments to overhaul the education system – they’ll direct their spend to the offers that best prepare them for what’s ahead.

Navigate

Making every job transition AI-assisted.

The way we discover, assess and match talent is still fundamentally broken: 75% of hires underperform and 30% churn within their first year. Meanwhile, AI automation has doubled applications per role, flooding employer pipelines. Across the $1.3T Navigate market, we’re backing career guidance tools that build proprietary talent networks, AI-native hiring infrastructure that can orchestrate end-to-end workflows, and global talent platforms that capitalise on the rapid growth of cross-border work.

Only 5% of companies see strong returns from AI today, and demand for AI skills has doubled in the past year.
